Centre for Rural Development

Introduction
The premier training institutions of the erstwhile Bihar namely Sri Krishna Institute of Public Administration (SKIPA), Bihar Institute of Rural Development (BIRD), Ranchi have devolved to the Jharkhand State on account of their physical location. The post reorganisation Bihar had therefore to set up these institutions afresh. Government of Bihar decided to set up in place of these training institutes, one training institution to be registered as a society under Societies Registration Act 1860. This Institution presently known as Bihar Institute of Public Administration and Rural Development is presently registered under the Societies Registration Act and is fully operational since 1st April 2006. Rural Development Training Institute is a component in it.

Mr. G.S. Dutt, Director General of BIPARD has asked for constitution of 17 centres amongst which Centre for Rural Development is one of them.

 
Objectives
  • Assess the training needs of the different PRIs, Voluntary Organisations and such other non-government organisations that may consent to be associated with it at different levels and in different regions.
  • Design courses, determine the curriculam and the course content based upon this assessment of their training needs.
  • Act as the nodal agency for different training institutions, Ministries, Departments and institutes of the Central and the State Government.
  • Design special programmes, courses for training/coaching of the members of the schedule castes/ tribes, weaker sections, minorities and women for their cultural, social, economic, educational and service upliftment, and preparing them for competitive examinations.
  • Identify training institutions and resource persons at the local, state and national levels and will enter into contract with them for providing course and other inputs.
  • Create a platform for the peoples’ organisations, voluntary organisations and other people-supported institutions and will design special programmes, training courses for them and import their experience and expertise into its own training curricula.
  • Provide a broad platform to the local, national and international funding agencies and will assist in development of their programmes.
  • Mobilise funds/ resources from diverse sources for training, skill formation/ upgradation, human capital development in pursuance of his stated objectives.
  • Bid for and accept consultancies within areas of its competencies and shall devise a consultancy policy for the same.
  • Corporatise itself selectively for appropriate decision making, project planning, resource mobilising and for inducing similar structural changes through training.
  • Organise research studies, field surveys, studies, symposia, workshops, discussions, training programmes, capsule courses and other activities of the like nature for the fulfilment of the afore objectives and will draw resources and support from different quarters for the same.
  • Facilitate doctoral and post-doctoral research for the members of the all India services, state government employees and other members from the associates and collaborating institutions in association with universities within the state and outside.
  • Provide facilities for sabbatical to the members of the all India services serving in the state, the State government employees and to other members from the associates and collaborating institutions.
  • Establish relations of mutual cooperation with institutions of state, national and international repute for the fulfilment of the above vision and objectives — Lal Bahadur Shastri National Academy of Administration, National Institute of Rural Development, Indian Council of Agricultural Research, the Indian Institute of Management, the Institute of Rural Management, Rajendra Agricultural University, Pusa, AN Sinha Institute for Social Studies, Patna, UNICEF, UNDP, Delhi School of Economics, London School of Economics, Indian Institute of Public Administration, New Delhi, National Centre for Disaster Management, etc.
  • Establish a state information resource centre to facilitate access to development related information and to create a data-base in respect of the same for preparing state-of-the-art reports, developing information tools for research training and promoting exchange of information among the participating organisation and shall establish an interactive website for the same.
  • Bring out publications including books, journals, reports, occasional papers, study reports, newspapers, etc. in furtherance of the broad objectives and needs of the organisation.
Funding
 
Ministry of Rural Development, Government of India, National Institute of Rural Development, Hyderabad and Ministry of Rural Development, Government of Bihar are chief source of funding to this Centre. The Centre will try to present proposals for funding to national and international institutions/UN agencies on project/assignment basis.
Training and other functionalities
A separate training calendar for training to rural development functionaries/elected representatives/NGO/social activists has been outlined. Research and consultancy work is also to be undertaken.
