Centre for Urban Development

Introduction
Centre for Urban Development was one of the seventeen centres established under the directives of Mr. G.S. Dutt, Director General, BIPARD. This Centre will have its separate identity, focus, orientation, approach, methodology and funding pattern. But it will work as an integrated unit of BIPARD under leadership of Director General, BIPARD.
Objective
  • To establish capacity in BIPARD, Patna to undertake training of the functionaries, elected representatives and community representatives (including NGOs) who are responsible for housing development and urban development management in the State of Bihar.
  • To support and undertake capacity building activities of urban local bodies for infrastructural development and management in the State of Bihar.
  • To promote research, particularly action research in the field of housing, urban development and related areas in the State of Bihar.
  • To undertake any other activities that promote housing, urban development and effective management of urban areas in the State of Bihar.
  • To coordinate and cooperate with other organisations in national and international field which are working in the same direction with the same purpose and motivation.
  • To coordinate and cooperate with UN agencies and other international agencies of repute to undertake research, consultancy, advisory functions in field of urban development management and other related areas.
  • To act as think tank of State Government in matters of urban development and other related areas.
Vision
The Centre will strive hard to establish its identity in matters of consultancy/advocacy/research/training and other related activities on issues of governance relating to urban development. It will try to encompass new concepts, technology, conventions and practices and will have a database for resource persons in connection with training, research, consultancy etc.

It will act as premier training/research/consultancy organisation of the state in the field of urban development.

 
Activities at the Centre
  •  HUDCO Chair creation is in process and very soon this chair will be created with the cooperation of HUDCO, Urban Development Department, Bihar, Regional Office HUDCO.
  • State Development Report on Urban Development which is a crucial paper for developmental process in urban areas is in process. Inception report of the same has already been sent and final report is to be sent shortly.
  • Memorandum of Understanding between HUDCO and erstwhile Administrative Training Institute which was signed on 16.08.2003 is going to expire on March, 2007. Steps will be taken to extend this MOU for another four years.
  • Training programmes for representatives of urban local bodies are to start soon once the election process of the same is over.
  • An international workshop was organised by this Institute on 17-18 July 2006 on Waste Management in which deliberation on the same took place and documentation of the same was undertaken by this Institute.
  • Research/consultancy on urban development issues is to be started soon. To bring about a pleasant change in the style and substance of governance.
Funding
Besides State Government the Centre expects to get fund from HUDCO, UNDP and other UN agencies. Centre will submit proposals to international funding agencies after BIPARD is registered under Foreign Registration Act. At present only HUDCO has funded the Institute the amount of 5 lakhs.
